Right now the way keepers are designated is that the commish creates a custom draft order, and pre-slots the keepers in place of some of the picks. As such, the commish can have any number of keepers for any team in any season. It is a bit more work for the commish, but gives maximum flexibility to accomodate varying keeper rules.
Similarly, the commish can associate a cost/value with any or all keeper players if that is useful to the league.
Trading draft picks. On "the list". We'd like to support that, but don't yet. It also introduces some funny business that needs to be dealt with; what if you don't trade any of your picks, but get back 5 new ones? Now you might have 20 draft picks in a league with 15 roster spots, for example. That being said, if your league handles the trading of draft picks offline, the custom draft tool gives the commish a lot of flexibility to deal with that, as long as he has worked otu the funny business. Really the only rule the custom draft order tool enforces is that when the dust clears every team has to have the same number of picks (some of which may be pre-picked with a keeper player).
