Keeper league setup questions

This is our first year for my league where we are keeping players. We are keeping up to 3 players, but how do you guys handle it if a team only keeps 1 or 2 players? Do they get to pick a player before the draft even starts to get up to 3? Also, how do you determine draft order? Do you do a random snake draft like a re-draft league, or do you reccomend doing reverse order from last years standings?

One more thing, I know this isnt the right forum, but I have Fitz, Westy, LT, and S Jax in a PPR league. I'm thinking of dropping Westy. What do you think?
