Should There Be a Cost to Keep a Player?

Do any of the following keeper league settings sound logical or do they sound like dumb league settings created by unsophisticated and inexperienced LMs?

I see a lot of keeper leagues getting formed and LMs seeking owners on the ESPN fanboard with 1 to 4 and sometimes 5 or more keepers, where they allow any player to be kept, they charge no draft pick to keep the player, and they place no limit on the number of years the player may be kept.

I'm not very familiar with keeper systems but none of the above makes much sense to me.

What would make more sense to me is something like not allowing round 1-3 draft pics to be kept, forcing teams to use a draft pick 2 rounds higher than the player was drafted the year before, and allowing a maximum of three times that a player can be kept.

Yes. In one of my keeper leagues, you lose the round you drafted the player in. So let's say I grabbed DeAngelo in the 9th last year, I lose my 9th round pick this year.
A win next week and all is forgotten.
