A lot of these picks aren't weird...they're just evidence of people with less than competent knowledge of Average Draft Position, lack of repeatability of defense/ST units and kickers from year to year, and other commonly understood fantasy football concepts. In other words, nooBs.

Actually it is the reason I stay away from public leagues or put a lot of stock in mock drafts. Most are trying different strategies or just drafting their favorite team. That is just not fun to me. Actual competitive league drafts...now that is where the value is
In our keeper league (standard yahoo setup) I had a guy do some strange stuff. Keep in mind the talent pool is a little diluted with 15 guys being off the board as the result of being kept...regardless, but this guy made some strange picks. First off, he had the opportunity to keep DeAngelo Williams as his 5th round pick and chose NOT to keep him and only kept Phil Rivers as his 8th rounder. He then uses his 2nd rounder on Manning (a 2nd QB!) when almost every WR was left minus Fitz, Johnson, Smith, Moss and Jennings as well as almost all of late 2nd round and lower RBs . Berrian and Breaston were a bit of a reach as well. I know Berrian gets an upgrade with Favre but that was a bit high.
