Looking to start high quality $10-25 league

I am looking to start a 10-12 team league, probably using Yahoo, but would be open to other sites. Trying to get fairest scoring system possible, which to me consists of .5 PPR, 1 QB @ 4pt/TD, 2 RB @ 6, 3 WR @ 6, no bonuses (arbitrary #'s), 1 flex, no K whatsoever, 1 team D (although could also be excluded), but would be open to suggestions and voting for everything except no K, which I feel strongly about. Live draft, ASAP. Would use FantasySportsVault.com or LeagueSafe.com for treasury.
