This weakens your RB situation and strengthens your WR's. I would stick with Smith. At least smith gets nearly all the carries. If you have to rely on Bush you are likely to be disapointed. He will likely get hurt and lose carries to PT.

I would counter with Roy Williams for one of his RBs if you are going to do it.

I would say yes if you are confident in Gore as your low risk stud and Davis as the #1 in Cleveland if Lewis gets cut otherwise, no.
