Draft Advice: Mid-Tier WR or Top End TE?

I'm in a 14 team PPR Dynasty/Keeper league. I'm rebuilding a team and definitely will be on the short end of the stick this year. Due to previous trades done before I inherited the team, I'm without a 1st and third round pick, but have the first two picks of the 2nd round (15th and 16th overall.

The question is: With the top receivers available being Cotchery, Moore, Henry, Coles, D. Mason etc. Should I use my 2 second round picks on two of these receivers, or just grab one WR and get Dallas Clark with one of these 2 2nd round picks? I'm looking to build for the future and get guys I can keep at the end of the year, so that I can make a run next year after a full draft.

Normally I wouldn't use a pick so high on a TE, but he could produce more than any of these WR, and he most definitely won't be around in the 4th round when I pick again.

There are other decent TE's like Carlson, Boss, Shockey etc... but no one on "tier 1" status like I'd put Clark.

Anyone have thoughts? My only reason for considering this is that I'd be able to grab a top TE that I could keep as I'm starting to build a team. Not getting a top tier WR with those picks.

I say hold off on TE's this year. I think there are a few second tier guys that could be top 5 TE's by the end of the year, Carlson(I played basketball against him in 7th grade, FREAK ATHLETE!), Shiancoe(Farve loves TE's in the red zone), Keller(Rookie starting QB with lots of dump off possibilities), and the list goes on. Spend that pick to better your RB or WR positions!!
