If Boldin doesn't go who is my best option at WR2:

Chris Henry vs. Denver
Dwayne Bowe vs. Baltimore
Vincent Jackson vs. Oakland

also, are either of these guys a better flext than Leon Washington? I'm starting Washington now at Flex with Chris Johnson and McFadden at RB.

I would go :

Bowe ( He has to catch passes)
Jackson (going against great CB)
Henry (not sure how much he'll be involved. Could explode or get you 20 yards)

And I like Leon over all of them at flex.

Play Bowe at WR and keep Washington in your flex spot.
