You have to qualify what "rate" means. Here is my list based on who has the highest upside, which all i care about with WW WR.
Tier 1:
1) Ginn - how is he available in your league? Anyways CATCH THE TD PASSES TED!!!. He should have a great year getting one on one coverages because of the strong running game of MIA. 8-10TD are not totally crazy, but 5-6 are more likely.
2) Burelson - Needs a healthy hasselback, but he should continue to post reliable big numbers in the pass happpy SEA offense, plus in NFC West.
3) Gage - same argument, lost of 1 on 1 coverage due to the running game. I personally don't like him that much because he is too Santonio HOlmes like, 15 points one week, 2 points the next.

Tier 2:
1) Manningham - Believe it peoples. This guy is legit. When the NYG WR get healthy his production will drop off though.
2) Knox - lots of options in CHI-town, but he looks to be a good keeper league player. KR duties may hurt his impact?
3) Robinson - #1 WR in a bad offense, i like it. STL cannot be this bad for the whole season....or can they?

Tier 3:
1) Sims Walker - I dont buy this guy at all. Will the real Sim WAlker please stand up please stand up?
2) IND WR2 - eh

Ginn - Chad and him seem to be on the same page as of late, he definitely shouldn't be on your WW's.
Burleson - He only gets ranked here with Hass under center. Without Hass, he's truly is underwhelming.
Knox/Mike Sim-Walker - These two seem to have the most upside of the group(aside from Ginn). They way they are working Knox into the system makes me feel like he can have a rookie breakout year. MSW although injury prone, is a legit threat healthy and can out produce all the mentioned WR's.
Manningham - He undeniably has talent but the Giants will not keep throwing. They are going to revert back to the run very soon, especially with the schedule they have coming up against weak run D's. That coupled with the fact that Nicks and Hixon will cut into his time limit his upside tremendously. Trust me, do not believe the hype.
Gage - He's never put up good stats in the 7 years hes been in the league. The mere fact that he'll put up stinkers consistantly is a joke. Pass on Gage
Laurent Robinson - I like this dude. I cant rate him too high yet but his size coupled with the fact that STL will always be playing catch up can mean good things. He has the possibility of producing like a solid WR3.
