Burleson or Harvin? whir

I currently have Harvin on my roster but Burleson is on the WW. I like both WR's but can't decide which has more upside. Harvin seems TD stat's look good but one was a kick return. Need Help!

Here are their stats:
P Harvin: Targets=18, Recpt=12, YD=128, TD=2, FL=0
N Burleson: Targets=33, Recpt=20, YD=229, TD=1, FL=1

10 Team PPR Redraft League: Only allowed a MAX of 4 RB's and 4 WR's on roster and can only use WW - NO trading...

Start: 1 QB, 2RB, 2WR, 1TE, 1 PK, 1 DEF, 1 FLEX QB or WR

Roster:
QB: P Manning, M. Hasselback
RB: C Johnson, K Smith, R Rice, L McCoy
WR: G Jennings, R White, M Manningham, P Harvin
TE: G Olsen, T Heap
PK: S Gostkowski
DEF: 49'ers

I would have to stick with Harvin at this point. I feel he will only get better as the season progresses.
