Who should I start out of the two options:
QB: Rodgers vs. MIN / Palmer vs. CLE
RB: SJax vs. SF / Moreno vs. DAL
Keep in mind I am also starting the 49'ers defense.

Palmer and Jackson, The defense you have should have no bearing on who you start even though they are going up against each other.
