R. Rice or J. Harrison for Week 4

I am in a PPR league and I am having trouble deciding who I should start at RB this week. My choices are:

Ray Rice @ NE
Jerome Harrison vs. CIN (Lewis and Davis are both officially out this week)

Who do you think I should go with?

R Rice is a safer play. Cinn D playing well and Cle offense is not good.

Ray Rice he will be a top ten back this year and cleveland well they kinda suck.
