Okay, so this is part start and sit, and part draft trade keepers and waivers, so apologies upfront if anyone is of the view that this is in the wrong forum and gets offended.

I have Cutler and Gates on BYE this week and need to replace them, and then I have no clue which RBs to start this week, which essentially dictates which one(s) I would drop for QB and TE...

My RB options are;

DeAngelo Williams vs WAS (clearly my stud, but not a great matchup on a so far struggling offense)
Steve Slaton vs ARI (Tough matchup...)
Glen Coffee vs ATL (Nice matchup but didn't do too much against the soft Rams D last week)
Fred Jackson vs CLE (Excellent matchup, but what will Lynch steal from him?)
Julius Jones vs JAC (Yucky matchup, but he has been very solid all year so far)
And I also have Darren Sproles (BYE week) who is valuable not least from the point of view that my league counts return yards

QB pickup I would say Garrard. He's apparently fallen in love with Sims-Walker (30 pts this past weekend) and now he's facing Seattle's D?

RB I would play is Coffee. ATL defense has allowed crazy yardage (307 yards) in the past 2 weeks is good indication that he may get 100+ and a score (at least). If not, Slaton looks like a decent play against ARI defense.

TE pickup would be V Davis in San Francisco. With a score in at least each game and is now the leading the team in catches & targets. I'd expect him to continue the streak especially against athe Falcons who have allowed TD's to TE's in each of the past 2 weeks.
