I would use it on Miles Austin. I think this guy has to get a lot more opportunities after the show he put on and it's not like the #1 WR position in Dallas is not up for grabs with Roy Williams failing to live up to expectations and Crayton proving over the years to not be a WR1 calaber player.
Austin. Word is Austin will be the 2nd Wr opposite of Roy and Crayton will move to the slot. He could be a decent option down the line and is worth a gamble.

So, is he worth me using my #1 waiver priority on? Sometimes I feel like having the #1 priority is more of a pain than a help b/c you don't know who's worth using it on or not....

Well neither of those WR will be useful this week, since both teams are on bye. With that said, if you do take a WR, I would look to make a trade. You are obviously doing well at WR and could use some RB help. What team in your league needs help at WR the most and has a RB that you would be interested in?
I watched the entire Dallas game Sunday and Miles Austin will be a starter from here on out or heads will roll. He's a beast, physically imposing and much faster than Williams or Crayton. Think A.J. Jr.
