Moreno and Reggie Busch are available. Do I drop Carson Palmer for either?

Wouldn't drop Palmer, but I would still look at adding Moreno. Much as I hate to admit it, in an eight-team league Portis might be the odd man out. Just not a lot going right in DC right now and the Skins schedule gets a lot tougher after KC.
