Drop Donnie Avery for a TE (Cooley)???

Someone in my 12 team league dropped Chris Cooley and I'm thinking about picking him up, but I would have to drop Avery to do it. Avery is my lowest rated WR, but he has shown he can break out at any time.
I currently have Vernon Davis, but I can play 2 TEs in my league thanks to the extra wr/te position.

I'm always looking to improve my roster. Should I drop Avery for Cooley??
