Hi all which RB and D/ST should I use this week?

Its a PPR league which is good for Hightower but Wells has been scoring the TD's. Which is a better start vs Tennessee?

Also do I go Baltimore against Pitts 3rd string QB or Cincy against Cleveland's awful offense? Thanks.
