Ward, R Williams, or Chambers?

I need to start 2 wideouts. D-Jax and Ward are my normal starters. D-Jax is a no brainer. But, with Ward seemingly to have lost his ability to seperate last weekend, and going up against Woodson and the Packer defense, I am unsure of the other wideout. Who should I start?

Hines Ward against the Packers
Roy Williams against the Saints
Chris Chambers against the Browns

I think I would still go Ward...

Roy Will would be the other WR i would consider, however he is too inconsistent.

Actually, if you look at them since week 8, Ward has been much more inconsistent:

Williams:

Week 8: 7.90
Week 9: 7.50
Week 10: 16.60
Week 11: 0.00
Week 12: 7.50
Week 13: 18.00
Week 14: 7.40

Ward:

Week 8: Bye
Week 9: 16.40
Week 10: 2.4
Week 11: 23.80
Week 12: 4.70
Week 13: 13.70
Week 14: 2.10

The 0 in week 11 for Williams is when Dallas did absolutely nothing on offense. I think I would pick Williams over Ward here.
