This is a purely situational answer first off.
I'd give TENN the nod bc PITT will undoubtedly look to put up a BETTER offensive performance at Heinz Field in front of their fans, who are growing restless for obvious reasons. I'm not confident that Green Bay D can keep it up on the road once again, and I expect PITT to win this game convincingly. Meanwhile, TENN has rattled off 7 wins in a row (?) and is playing great football on BOTH sides of the ball, and I don't expect a lot of points in this game, period.
I am sitting Green Bay D/ST myself in lieu of MINN D/ST who are on the road but face Matt Moore and a hobbled CAR running game; MINN can win their division and home field with a win.
