QB Help!!! WHIR

I can't start Phillip Rivers or Kurt Warner, so I'm stuck deciding between David Garrard (@CLE) or Matt Moore (NO). It's going to be snowy, windy, and very cold in Cleveland, while it's going to be a little chilly and windy in Carolina. Moore doesn't have Steve Smith and Garrard doesn't have torry Holt. Which one should I start? The rest of my lineup:

QB: Matt Moore or David Garrard
RB: Chris Johnson
RB: Jonathan Stewart
WR: Randy Moss
WR: Calvin Johnson
WR: Andre Johnson
K: Matt Prater
DEF: SF 49ers

I'm starting Garrard, mostly because they have so much success in the screen game with MJD. He's also got legs to pick up a few points on the ground.

Moore has had a great run, but without smith, Moosh is going to be a focal point of the passing game, and the D knows this.

If Smith were healthy I'd say to go with Moore since New Orleans will be sitting a lot of guys on defense, but as things stand with Smith not playing I think you have to go with Garrard. If anyone wishes Moose still had "it" it's me, but the fact is that he's shown this season that at his age he's barely a second receiver and certainly not a first. Gotta hope MSW and MJD produce this week, because Garrard is your guy.
