Speaking impartially (cause I hate Owens) I think it is safe to cut him loose. It is possible he falls into the right situation and puts up good numbers but he is, what, 50 years old!
I like Burleson from your list, could be interesting with Calvin, Pettigrew and Best. Now, can the O-line help them even a little is the question.
Let's put it this way... Roy Williams is considered a bust and in 3 less games was only 12 points off Owens and is now a FA in your league.

Yea, are there in younger, maybe lesser known guys still available. I don't like T.O., period. Ever... but, seriously, even in the BEST situation possible (maybe Washington or even a place like Chicago?), he's going to cost too much (Draft value per name recognition) for what he's going to put up... Maybe look at a guy like Schillens I like, or maybe even Josh Morgan in the new revamped 49ers offense. At this point age and upside are the best improvement over T.O., just getting another old stop-gap guy would just be like choosing crap over poo.
With relatively few players owned, it's not worth dropping TO for a mediocre older guy like Burleson. I'd only drop him for a young guy I liked like Schilens or Aromashadu.
Look at it this way, Week 1 or 2 in a shallow dynasty league there are going to be 4 or 5 WRs on the Waiver Wire who seem to be really awesome (last year: Miles Austin, Mike Sims Walker, Pierre Garcon, Robert Meachem). You have a better chance of guessing on value then, and will have a much better handle on if TO will be a WR2 next year or a WR5.
Heck, I might even drop Santana Moss before TO. What has Santana done for you lately? If you're gonna cut TO, just clean house and cut everyone but Ward.
The only reason why I'm keeping Santana over T.O. = Donovan and Shanahan in Washington. Should help... a lot better situation than any others listed, while he is old at least there is a semi-bright side there. T.O. is basically just a pain in the arse.
