Auction Keeper, help pick 1

I am in a 12 team PPR normal scoreing league. We have $200 to spend in the auction and keep 2 players. I am keeping Ray Rice for $11, that is a no brainer. But who should I keep as my 2nd pick? Flacco looks like the easy pick for $1, but letting Gore go back into the pool might hurt. Let me know your thoughts.

R. Rice $11 =keeping

J. Flacco $1
F. Gore $40
D. Jackson $17

These 2 players I have the rights to them, which means I could keep them for the avg price they are going for on espn.

I assume you can start 2 RB so locking up your RB1 and RB2, both likely top 6-7 RB's for $51 is a steal. Flacco I wouldn't touch even at $1 unless you start 2 qb's.
