I personally believe he did it on purpose. you don't spend 30 years in the military and don't know that those type of comments are not going to get you retired. A person with a less distinguished career would have been court marshaled and spent some time in the brig.
You could think of government workers like teenagers. You pay them an allowance, but do you get any work out them? They eat the food, put their feet on the furniture and complain loudly whenever they are unhappy.
