Really both, if the #8 holds the lead then I would be comfortable with 2/3 of the league being able to change something or vote something in.

I think this is a go ahead. 8 is a middle ground for both sides and, well, 8 people voted for it.

Official... 8 votes to pass a motion either new or to change an existing rule or policy.
