Adding new owners to a keeper league.

We use a reverse standings order from the previous year to determine this years draft order, so the two worst teams would get #1 and #2 pick. Giving those 2 picks to the 2 new teams would seem like a good idea, but it's not very fair to the 2 previous worst teams.
Should I just give the 2 new teams their choice of keepers from the leftover rosters with a lighter round penalty and just randomly choose their draft position?

Anyone have any good/fair ideas for this?

When I have had a teams owner drop out and it has not been often. The next guy just assumed that guys roster and had to pick his keeper/keepers off of that team. If he didnt like that then we just kept looking for an owner that would assume that. I really dont see any way that is better or more fair then that...

Agree 100%. I have been playing for a long time and turnover happens. Find new owners who want the existing teams and move on. No need to penalize existing teams that have done no wrong.

We're looking to ADD two NEW owners and expand our 10 team league to 12.

Don't worry, I got that from your original post ;-D

There are 2 options:

Have them draft 1/2 in the upcoming draft

or

Hold a supplemental draft where the original 10 owners protect 1 player and each of the new owers each get to select 1 player each from the non-protected players. The 2 players slected can not come from the same team though, so if I have 1 of my players selected, then the 2nd owner can not take a player from my team.

You need to give the 2 new guys some kind of a fighting chance.

Oh crap thats alot harder. Id almost say just start from scratch. Either that or the new teams are screwed for awhile.
