Is he still returning kicks this year?

In short, nope.

Reports say the Eagles are considering it, but he hadn't been doing it in the preseason from what I've seen.

Reid said DeSean Jackson was "tender in the upper back, neck area." Jackson is scheduled to have his wisdom teeth removed tomorrow.

Asked if he was concerned about injury and the return game, given Jackson's size, Reid said. "He does a good job of playing angles on guys. He got caught in a tight spot. He just has to be careful of putting his head in there. This hasn’t happened to him and I presume he won’t happen it again."

Reid reiterated that DeSean will be the Birds' punt returner this season.
