Why is Bowe not much significantly involved in the KC offense? Do I blame this on Bowe, Cassell or Haley?

From what I've seen so far...all of them. KC has potentially the most electric back in the NFL and Haley continues to....sigh. I can't even finish this line. It's all been said before.
