Flacco or Palmer? WHIR

They are playing each other in Cincinnati. My Week 2 opponent has OchoCinco. Should I start Palmer to neutralize any big games OchoCinco has? I think Flacco is generally rated higher, but maybe not by that much to offset the added risk.

I would go with Flacco. Baltimore's Defense should be all the neutralizer you need and Cinci's D got demolished last week.
