I would go with Welker. There is little doubt that he is part of the game plan for NE. You can't really be sure how they will use tolbert.

Because it's non-ppr, I'd roll the dice on Tolbert. I think he'll get at least 1 score and about 80 yards. Welker might get 10 catches, but still be about 60-70 yards.
