ESPN FAAB Question

I'm the commish of a standard 10-man ESPN FFB league. I set transactions to use a $100 Free Agent Acquisition Budget with the minimum bid of $1 (also this is my first year in any sport using FAAB). After week 2 one player had already spent all $100 (mostly on Brandon Jackson). I assumed he would no longer be able to acquire any players off waivers/free agency because he had no money to bid with. But this morning when our weekly waiver claims process, he had picked up a player for $0.

First of all, how is this possible when the minimum bid is $1? Second, can I change a setting that will no longer allow him to bid $0 and acquire any players because I feel he doesn't deserve to make any more changes for the rest of the season?

Are you sure he didnt just pick him up as a FA?

I'm positive because our league doesn't have free agency, only waivers. Plus the waiver report says he picked the played up off waivers.

Anyone have an idea?
