Ben Tate in a keeper league???

I am in a non ppr keeper league where we keep 20 players on our roster every year and only have a rookie draft each year. I just saw that Ben Tate is not on anyones team. Do you think he is worth a roster spot on my team for the future if I have space. I know Foster is doing a great job at Houston, but they did draft Tate to be a starting RB I think. What would you do if you were me
