From these choices I like Williams and Alexander. Is it a PPR league?

Definitely Williams of Tampa and Crabtree. They are alot more proven. Alexander has alot of upside considering he is about to start only his 2nd game.
Williams and Crabtree has enough potential to get big games and are safer for sure.
