Conflicting opinions: Garrett Hartley or Matt Prater?

I know this answer should be obvious,

but the problem is, based on the numbers that I've seen from several different sources, all rank these two in different positions.

At least two sources favor Matt Prater over Garrett Hartley (one of which shows considerable favor,)

while two more sources puts Hartley well out in front of mostly everyone.

based on the match ups, I don't think either is readily obvious over the other.

New Orleans vs. Browns
Denver vs. Raiders

But not bad choices per say.
