WR to add off waivers

I need help with my roster in general, but who should I add off waivers, mainly for WR? I plan on dropping Moreno as I have too many RB already. With Floyd likely out I need another receiver. Hopefully I will be able to put him on IR so I have another slot available as well. But here are some WR's available on waivers: Steve Johnson, Kenny Britt, Mike Williams (both), Dez Bryant, Garcon, Ward, Holmes, etc. Any other roster advice would be helpful thanks.

Well i mean im only limited to one if I drop Moreno. And I used to have Holmes but I just dont see him doing much in that offense. If I can put Floyd on the IR I can add two basically.

I would say Britt first before Ward, Britt has been the main target in Tennessee regardless of who the QB is. Ward is obviously the #1 in Pittsburgh but he's more of a possension reciever, where Britt can break big plays.

Anybody like Steve Johnson or anyone else from here on out? Should I get Holmes back? I'd like to pick up somebody I can rely on week in and week out. Idk if I can rely on Britt just yet just because of one breakout week.
