2QB league: Romo out, Cutler on bye...help!

Lost Romo and Cutler is on bye this week.

I need to start 2 guys...

Here's my bottom-of-the-barrel options:

Mark Sanchez vs GB
Matt Moore vs St Louis
Josh Freeman vs Arizona
David Garrard vs Dallas

Scoring is a bit funky:
25yd passing per point
1pt per completion
-0.5 per incompletion
6pt per TD
-3pt per INT

Here are some things to consider. If the guy your playing is starting any WR on the QBs teams you listed then you could pick up those QBs.

Otherwise id go with Freeman and Garrard. I say Garrard because the game should be a shoot out giving him many chances to throw.

Are these 4 really the only guys left? No Henne? No Cassel?

Unfortunately they are the only options out there. 2-QB league and some teams have at least 3 QB's on the roster...so it's really slimpickins out there.
