To handcuff or not to handcuff ...... ****WHIR****

8 team - family league (so bragging rights and my father-in-law's money are on the table) with fairly deep rosters

I have 2 questions, but first here's my lineup
QB-Brees
RB-A.Foster
RB-A.Bradshaw
WR-G.Jennings
WR-R.Wayne
W/R-P.Harvin
TE-Cooley
DEF-BEARS
K-Bironas

BN-Kyle Orton
BN-Thomas Jones
BN-Joseph Addai
BN-Ronnie Brown
BN-Derrick Ward
BN-Randy Moss
BN-D.Keller
BN-GIANTS

Scoring is
1pt for 20yd rushing/receiving bonuses at 100 & 150
1pt for 50yd passing bonuses at 300 & 350
3-4pt for TD longer than +40 yds

My two questions:
1) VINCENT JACKSON or KELIAND WILLIAMS with first waiver priority?
2) Should I even handcuff FOSTER with WARD? Or should I drop Ward for K.Williams?

Vincent Jackson. 1. He is a beastly receiver (and I am even going to try to pawn Floyd off in a trade because of this). 2. He is joining the best offense in the league alongside the best QB and the best TE this season. The Chargers are a nightmare to stop offensively.

2. Foster doesn't get a ton of carries (sometimes 10, sometimes 25) on a consistent basis. I presume he's still fresh. I wouldn't bother with Ward. Williams is a good option. Is Mike Goodson available?

Goodson and JStew are available....

I was thinking Williams would hold onto the job. As ge fits the mold of a shanahan back. Plus WAS has a fairly easy running schedule

I would pick up Vincent Jackson first. I also like Keiland Williams a bit better than Goodson. I would rank Ward a distant 4th in an 8 team league... it would be different without deep benches or with more teams, as I think handcuffs are more important with those styles of league.
