Favre or Welker??? WHIR

In my league, I have an offensive position where you can start any offensive player.
Who do I start at OP (offensive position)?

Favre vs. Buf

or

Welker vs. NYJ

Welker has been red hot the last two weeks, but unless it's a PPR league I don't know how you can sit a QB even if it is Brett Favre. The Bills aren't that scary a matchup and a QB is always a solid bet for double digit fantasy points. Factor in that Welker has a tough matchup and I think it's a no-brainer.
