Harvin or M.Williams(TB) at WR2???

Assuming Harvin declares himself fit to play is the risk too high to play him over Williams(who doesn't have a great matchup himself)???

PPR, 1pt/reception, 1pt/35 return yards, 1pt/10 receiving and rushing yards, 6pts/TD

Heading out a few hours before kickoff and won't be back until the early games have already started unfortunately. What happens if I have Harvin in my line-up and he's inactive? Can I move Williams into his slot after I get back(as TB is playing in the second round of games) even though the Vike's game already started or do I lose his slot?
