That means if I decide to save all $100 this year, and then everyone gets $100 more next year, I have $200. It definitely adds a layer of strategy to rebuilding, like going with young upside guys who may be down this year, but hit their stride the next season. In the same way, I can save the money this year for a big FA next year, or what have you.
It's a dynasty. Why wouldn't we roll over the money?

Top teams obviously have fewer holes to fill than their less fortunate brethren and therefore would normally have more money left to carry over to the following season. This also serves to give them enormous buying power, should some WW gem(s) hit the market.
Blind bidding is meant to give everyone a fair shot at acquiring FA's - rolling the money over to subsequent seasons defeats this purpose.
