My name is Joe and I have started a new 14 team fantasy football league, the All-American Fantasy Football Association. I have been running multiple leagues in baseball, football, and basketball for over a decade. We are looking to add very active and competitive owners with integrity and a history of success in fantasy leagues. Some quick, basic details:

The mission of the All-American Fantasy Football Association is to conduct a game of fantasy football in a fun and competitive fashion while maintaining stable franchise ownership from season to season. This league is being founded to help us enjoy the game we love to follow, as well as a way to participate in a league with a very high level of activity and competition. Every team and owner is a vital part of that process and is essential to the success of the league.
II. TEAMS AND OWNERS
The league will consist of 14 owners from across the country. The 14 teams and owners for the inaugural 2011 season are: TBD.
III. LEAGUE FEES
The All-American Fantasy Football Association has a one-time entry fee of $85.00. This fee covers all transactions and league costs for the entire season. All league fees go towards paying for the league website and winners’ pot (see section XIII). Please send check or money order to the following address (no cash please):

V. DRAFT PROCESS
Each year, we will hold a live draft over several days to form our rosters for the upcoming season.
Because it is virtually impossible to get 14 owners from across the country online all at one time for a three-hour period, we will hold a “slow” draft, where each team has five hours to make their selection.
The draft will be held on the “Draft Room” on the league’s CBS website. There is a link to the "Draft Room" in the Draft Prep box o the league homepage. Your computer will have to have a Java application enabled to work. It's always a good idea to test out the room to make sure it works on your computer in the days before the draft.
Once the draft begins, each team will have five hours to make their pick. This seems like a long time, but it goes pretty quick with guys having limited access to the Internet at work and on the road. The timer will be suspended every night between 8 a.m. and 12:15 a.m. so that owners don't get skipped because their pick comes up in the middle of the night while they're sleeping.
Should a team's clock run out during the day, that pick will be skipped until the end of the round. Once the current round is complete, the skipped team will have two hours to make up their selection. If they don't pick within two hours, they will be skipped again until the end of the next round.
The 2011 draft will be 18 rounds, and will start sometime in late August (the exact date will be determined as we get closer to the season). Drafts in future seasons will be 16 rounds, as teams will need to select only 16 players to go with their two keepers (see section VII). Setting the clock to a maximum of five hours will allow us to complete about two rounds per day. On that pace, we should be done in a week to ten days, which would leave a couple of days between the end of the draft and the start of the season for teams to tinker with their rosters through free agency and trades.
Trades during the draft must go through the trade committee before they are approved, just like they would during the season (see section X).
VI. DRAFT ORDER
The draft order for the first year will be chosen at random. For following seasons, the draft order will be based on the results of a “draft bracket.” The eight teams that do not qualify for the playoffs (see section XII) will be entered into the “draft bracket.” These teams will stage a 3-week, single elimination tournament to determine the draft order for the following season. The winner of the draft bracket will get the first pick in the following year’s draft, the runner-up will receive the second pick, and so on. This is done to encourage teams who fall out of playoff contention to continue to competitively manage their teams for the entire season.
The draft order for the remaining (playoff) teams will be determined based upon how they finished in the playoffs. Picking in reverse order, the All-American Fantasy Football Association champion will pick 14th, the runner-up 13th, and so on, down to the team with the 9th pick.
The draft will follow a “snake” order, where the team picking first in even-numbered rounds will pick last in odd-numbered rounds.
One week prior to each season’s draft, owners will select a minimum of two and maximum of three players to keep off of their roster from the end of the previous season. These can be any two or three players from any position. If a team chooses to retain three players, it will forfeit its first round pick, so the only teams that have first round picks will be those who choose to keep only two players.
VIII. ROSTERS AND LINEUPS
Each team’s roster will consist of 18 players. Of those 18, teams will start 9 players in each of their matchups. The starting lineup will consist of the following positions:
• 1 Quarterback
• 2 Running Backs
• 2 Wide Receivers
• 1 Tight End
• 1 Flex Player (RB, WR, or TE)
• 1 Place Kicker
• 1 Team Defense
The nine reserve players on a team’s bench can be from any position. The deadline to move players in and out of a team’s starting lineup is five minutes prior to the start of that players’ game.
IX. FREE AGENT SIGNINGS
• Waiver Signings: Teams are allowed an unlimited number of free agent/waiver signings per season. These are included in the league fee.
• Waiver pickups: Following the draft, every player not drafted will be placed on waivers. Teams will have the ability to place claims on any non-drafted player during this time. After the 48 hour timeframe, CBS will place claimed players on teams based on the waiver order. To start the season, the waiver order will be the reverse of the draft order. During the season, any player cut from a team will be placed on waivers. Teams can put in claims for them, and the waiver order during the season is the reverse of the league standings. Waivers will run nightly, with claims being processed when CBS updates the league page around 2 a.m. EST.
• All players who are not on waivers are available to be signed by teams on a first-come, first served basis. There is no limit on the number of signings a team can make throughout the season.
• The weekly deadline to sign players is five minutes before the first game of the NFL week. Teams can then sign players again starting on Tuesday morning.
Teams are allowed to trade players at any time. You can only trade draft picks for an upcoming draft once you have paid your league fee for the upcoming season.
All trades must be passed by the Trade Committee. This committee will be made up of five owners each year. Every time two teams agree to a trade, the commissioner will send an e-mail to each member of the committee asking if they believe the trade should be allowed. If the committee member votes no, he must provide a valid reason for doing so. Members should only vote no to trades when they feel it is a lopsided deal that may be unfair to the competitive nature of the league. If a member thinks the trade should pass, they will simply reply to the e-mail by saying "yes". The committee members will have 24 hours from the time the commissioner sends out the e-mail to respond with a vote.
A trade receiving a majority (three or more) “yes” votes will be passed. Trades not receiving this majority of “yes” votes will be vetoed. If one of the committee members makes a trade, he will not be allowed to vote on his own deal. In that case, there will be only four votes from the committee. Three or four “yes” votes would pass the deal. Should there be two “yes” votes and two “no” votes, the commissioner will step in and have the tiebreaking vote. In a trade involving two owners where there are only three voting members, a trade receiving two or three “yes” votes will pass, while a trade receiving one or zero will not.
Should the committee reject a trade with a majority of “no” votes, the owners will be asked to redo the deal so that it passes through the committee. There will be a trade deadline imposed on November 9 to stop any late-season trades that may involve collusion.
Quarterbacks, running backs, wide receivers, tight ends, and kickers will earn points based on the following scoring system:
• Passing touchdown = 4 points
• Passing yard = .04 points (1 point for every 25 yards)
• Passing 2-point conversion: 2 points
• Interception thrown: -2 points
• Rushing touchdown = 6 points
• Rushing yard = .1 points (1 point for every 10 yards)
• Rushing two-point conversion: 2 points
• Fumble lost = -2 points
• Receiving touchdown = 6 points
• Receiving yard = .1 points (1 point for every 10 yards)
• Receiving two-point conversion = 2 points
• Field goal made of 0-49 yards = 3 points
• Field goal made of 50+ yards = 4 points
• Extra point field goal made = 1 point
Defense/special teams will earn points based on the following scoring system:
• Defensive and special teams touchdown = 6 points
• Interception = 2 points
• Fumble recovered = 2 points
• Safety = 2 points
• Sack = .5 points
• Blocked extra point or punt = 1
• Blocked field goal = 2
• Shutout = 6 points
• 2-5 points allowed = 4 points
• 6-9 points allowed = 2 points
• 10-13 points allowed = 1 points
• 14-20 points allowed = 0 points
• 21-27 points allowed = -2 points
• 28-34 points allowed = -4 points
• 35-41 points allowed = -6 points
• 42 or more points allowed = -8 points
The team that scores the most points from its 9 starting players in each matchup will be declared the winner. In cases where the two teams playing each other score the same amount of points during the week, the team with the most points from its reserves will be declared the winner. If the total number of reserve points are identical between the two teams, the home team will be declared the winner. There will be no ties.
XII. DIVISIONS, SCHEDULE, AND PLAYOFFS
The 14 teams in the league will be divided into two seven-team divisions. The divisions will be based on the geographic location of each team.
The league’s regular season will run during the first 13 weeks of the NFL season. Each week, each team will play two head-to-head games against different opponents, for a total of 26 during the regular season. Teams will play each other team in their division three times (18 total games), six of the teams in the other division once (6 total games), and one of the teams in the other division twice (2 total games).
At the end of the 26-game regular season, the two division winners and top four other teams will advance to the playoffs, to take place during weeks 14 through 16 of the NFL season. The league standings will be in order of winning percentage. The first standings tiebreaker is head-to-head record, and the second tiebreaker is total points scored during the season.
Week 14 – Wild-Card Week: The division winner with the best overall record will receive the top seed in the playoffs, as well as a first-round bye during week 14. The team that wins the other division will receive the #2 seed, and the other first-round bye. The four teams with the next best records will be seeded #3-#6 as the wild cards, and compete in the first round of the playoffs, with the #3 team playing the #6 team, and the #4 team playing the #5 team.
Week 15 – Semifinal Week: The lowest seeded winner from the first round will advance to play the #1 seed in the semifinals, while the higher seeded first round winner will advance to play the #2 seed.
Week 16 – Super Bowl: The All-American Fantasy Football Association Super Bowl will be played between the winners of the Semifinal games.
To encourage teams to continue managing their teams to the best of their ability for the entire season even after falling out of contention, there will be a “Draft Bracket.” The six teams with the best records that do not qualify for the playoffs (teams #7-12 overall) will be placed in this single elimination tournament during weeks 14 through 16 of the NFL season. The team that wins the “Draft Bracket” will receive the #1 pick in the following year’s draft. The runner up will receive the #2 pick. The “Draft Bracket” semifinal losers will receive picks #3 and #4 (#3 going to the team with the better regular season record). And the “Draft Bracket” first round losers will receive picks #5 and #6 (#5 going to the team with the better regular season record).
The two teams with the league’s worst records (teams #13 and #14 overall) will automatically receive picks #7 and #8 in the following season’s draft.
With 14 teams putting in a fee of $85, the league pot comes out to $1,190. However, CBS charges $150 to run the league, so the pot comes out to $1,040. The money will be split up as follows:
• The team with the best regular season record will get $200
• The other division winner will get $100
• The runner up in the finals gets $200
• The league champion gets $540
Therefore it is possible that a team will receive up to $740 if they finish with the best regular season record and win the championship.
XIV. COMMISSIONER POWERS
The Commissioner will act at all times in the best interests of the league and is vested with the following powers:
• The commissioner may deem necessary to remove inactive owners from the league at the end of the season. The commissioner will not do this unless a team fails to submit a lineup, plays injured players regularly or does not submit lineups in time. Other events may also be cause for removal and will be dealt with on a case-by-case basis.
• The commissioner has the power to change a 'loophole' rule during the season. Any such rule will be changed under the "good of the league" general rule.
• At any time, any owner can recommend a rule/policy change. The commissioner is open to all ideas, and will put anything presented to him up for discussion amongst all league owners.
