Design Fraternity League

Hey,
I've just been named the commissioner for my fraternity's fantasy sports system and I need some help developing a league that can fit up to 100 people and be managed by myself.

I was thinking that it would be best to split up into different leagues in groups of 10, ranked, and in subsequent years access to the better leagues would be performance based.

Questions I have are where is the best place to easily set up and run multiple leagues at once? Is there anywhere I can manage a league without having a team in the league? Should I appoint commissioners of each league and just make sure they don't abuse the power?

I think this is actually a good opportunity to design a fairly complex league where the bottom 3 go down a division and top 3 move up a division every year since we will have alumni involvement as well, it will be a league that lasts years.

Let me know if anyone has set up a large league like this in the past, or if there are any ideas you would reccomend.

Have a deluxe league option for up to 64 teams with multiple players on roster options. If they cant cater to your requests no one can.
