I'm in a second year keeper. UP TO 3 regular keepers, who go up $3 each season. UP TO one 'Franchise Player" that is $20 or more and goes up $0 each season.
Last year's drafted prices:
Tony Romo $19 Roethlisberger $6
Reggie Wayne $24 Dwayne Bowe $14 Lance Moore $5 (from waivers)
Chris Johnson $65 Darren McFadden $12 Jonathan Stewart $5 (from waivers) Jahvid Best $33 Beanie Wells $5 (from waivers)
Chris Cooley $8
So for example, CJ would cost me $65 as my only Franchise Player, or $68 as a regular keeper. Lance Moore would cost me $8 this season (he can only qualify as a regular keeper).
Who should I keep/franchise? I'm definitely leaning towards keeping Bowe and McFadden. Not sure about JStew, Romo, Wayne, CJ, etc at those prices.
Thoughts? Please help!

McFadden and Bowe are two easy choices as far as cost goes.
In an auction or salary league a good rule of thumb is NOT to spend more than 25% of your cash on your one stud RB, but in this case I think the money you save by keeping McFadden allows you some cap room to keep CJ as a franchise player for $65.

What do you expect to pay for such a RB...how much is AP? Rice?
Those are questions I would ask myself before tossing back a top 3 RB.
Hmm..good point. It looks like Ray Rice will be there, he was overpaid last year, also $65. I think Jamaal Charles will be available. Foster won't be - he was drafted for $20.
It's tough to say, but I would assume that the top backs wouldn't go for any more than they did last year. Yes, there's a smaller amount of them available (ADP kept, possibly Charles), but there's that much money not in the pool this season, and there are already a couple teams who have stud RBs.
I guess there could be inflation this year in the top RB prices, but I don't see why that should happen.

These are always tough questions because a lot of variables are unanswered.. (How much cap do other teams have? who is available as a free agent at the auction, what are other teams needs, etc.)
My personal take on an auction keeper is to keep players that will be WELL below what they would go for at auction (CJ for example, if you let him go and go after him at the auction, would probably cost you about the same amount of money, correct?)
With that said, I think you HAVE to keep Mcfadden (probably the only no brainer on your list)
after that you've got 2 spots left... although im not a huge wells fan, getting the feature back for $8 is a pretty good deal, after that I'd probably go with Bowe.. and then spend your cap on the auction on Rice.
