#1 Pick in a 16 team keeper league, please help!!!

I am in a 16 team keeper league and I have the #1 pick. My keepers are Foster and Dez Bryant. Who should I draft with the #1 pick?

WR:
Roddy White, WR, Falcons. Bye: 8.
Mike Wallace, WR, Steelers. Bye: 11.

I am really leaning towards Roddy White as I want a top tier WR and he could possibly replace Bryant as my other keeper for next year. Gore and Turner are also possibilities which gives me a nasty 1-2 punch at RB. I wouldn't pick again until 32 picks later.

Base on my mock, if I go with RB first overall my team would look like:

RB: Foster, Gore
WR: Dez Bryant, (Brandon Lloyd, Colston, or Welker as my 2nd WR)

If I go with Roddy White first overall, my team would look like:
RB: Foster, (Ryan Grant, Marshawn Lynch, Cedric Benson, maybe Beanie Wells as my 2nd RB)
WR: Dez Bryant, Roddy White

Please help me, who would you take #1 overall?

Gore is my first thought but if it is a PPR leage I may go with White. Gore and Foster is a nice way to start the season.
