Percy for sure. Even though, they're both #1 wr's for their teams, I don't trust any of the qb's for Moss. Also, if you get points for kick return, that might be a bonus coming from Percy.

I'm going against the grain here, and I say start Moss. Grossman and Beck have been looking Moss' way all preseason. Also, if Hightower produces on his hype, then defenses will have to be honest, opening up Moss for more targets.
