I play in one league that limits moves and it's actually kind of fun. It's a money league at work and each move costs you $2. The only problem is you can only make 2 free agent moves and 1 trade per week (we don't use waivers) and you only get 2 bench spots. You really have to watch the bye weeks when you draft. This isn't a super serious money league but it's serious enough. 16 teams, $25 buy in, pays 75/25 for 1st and 2nd place. If you plan ahead properly you will have an advantage later in the season. If you don't watch your bye weeks during your draft you'll be sunk.
2 bench spots forces people to make moves if they want to win. We tried having a deep bench the first year and everyone was too cheap to pick up players because they didn't want to pay any extra money. The two teams that spent money on moves that year ended up playing in the championship. After that we cut the bench to 2 spots and limited it to 2 moves a week. It's worked well so far. This will be our 5th year.
