16 Team, 2QB PPR DRAFT TONIGHT, ADVICE? WHIR

I have a draft tonight, 16 team PPR starting two qbs. I have the #9 pick in the draft. I assume that most of the good qbs if not all the elites will be gone. I would assume that something like Rivers and Romo will be available. If Rivers is available, yet someone like Rice or Charles is there, I go Charles right? Also, if elite qbs are already gone, do I just draft value and attempt to get decent qbs throughout the draft?
