Obviously I saw this too late to be helpful, but for future reference:
These situations are ideal to handle with a best ball league. You increase the number of players drafted, no trades or drop/adds during the season, and owners don't start their own starting lineup. The best player scores on a team's roster for the weekend automatically go 'in play'.
Unfortunately, the draft is the only actively fun part about your season since you don't have week-to-week decisons.
But that (or something similar) is the only way to avoid the problems everyone else has mentioned and yet allow the guys who want to play for cash still do so with no risk of having their season sabotaged by an uninvested owner.
