According to rotowire via Yahoo, Carter is going to be seeing the bulk of short-yardage carries moving forward:
Head coach Jim Caldwell suggested that Carter will get the short-yardage carries going forward, the Terra Haute Tribune-Star reports.
Recommendation: Carter ran for 25 yards on seven carries on Sunday, but he could see a slight increase in production if he ends up getting carries at the goal line. This news limits Joseph Addai's value more than it helps Carter's value for the time being.

Agreed that without Manning all the Colts players look a lot worse, but maybe it's time to think of Carter as the poor-man's Tolbert. I don't have any clue whether Manning comes back this year at all (though I wouldn't bet on it), but if he does then maybe Carter becomes a difference maker come fantasy playoff time. Definitely someone to keep an eye on, if not stash away if you've got a big bench.
