Ppr league - Hernandez is injured so I picked up Scott Chandler. Should I start any of these available TE's instead of Chandler:

Heath Miller
Zach Miller
Brandon Pettigrew
Visanthe Shiancoe

Chandler is a red zone target. I don't know that any of the other options you mentioned would be any better.
