Need some help at WR/ Flex WHIR

i am in a non ppr, 12 team, standard scoring.

i have some okay WR's and a RB and have two starting WR and a flex spot need some opinions on who to start.

Washington and Nelson at WR, Jones at flex.

Nate is WR1 now that Britt is gone. That plus going against the Browns = $$
I also really like Nelson's matchup against Cincy

Then at flex, since it's not PPR, I was tempted with Ingram, but it's too hard to pass up Julio's speed against the Hawks.
